I searched my files and notes I have of Baird Fioster but cannot find a butt taper for the eight foot tips that you believe are Baird Foster's creations. The butt ends of the tips call for a 13/64 ferrule (.20313} despite the fact that the upper and middle sections of the tips are practically similar to a strong eight foot rod, which would require a 14/64 (.2187}.
Since the taper closely resembles Garrison's designs, I suggest that you try to match the tips with a butt based on Garrison's 209 model, preferably the 209E. They were designed to accept a 13/64 ferrule. Of course, you will haver to lengthen the butt a few inches to match the tips. Keep in mind that the tips you have are top heavy, so make your taper adjustments accordingly.
